			Observed workers on the roof level. Worker slightly opened the door. I proceeded to identify myself as a DOB Inspector here to conduct a safety inspection on the jobsite. Worker closed the door. Banged on construction door and called out loudly several times. Waited 40 minutes with no response. Contacted Construction Superintendent and General Contractor who were not available to be on jobsite. STOP ALL WORK. NO WORK ALLOWED. Contact CSE for Safety Inspection with DOB Inspector.
